As a member of the Water, Districts, and Litigation Practice Groups, Andres focuses on water-related legal and policy issues, including statutory and regulatory compliance, permitting, water rights, water resource management and development, and transactional matters.
He represents and advises public and private entities—including utilities, groundwater conservation districts, cities, landowners, and developers—in matters involving Certificates of Convenience and Necessity (CCNs), utility service agreements, groundwater permitting and enforcement, and regulatory compliance. Andres also provides counsel on open government requirements, including compliance with the Texas Open Meetings Act and the Texas Public Information Act. He regularly appears before the Public Utility Commission, the Texas Commission on Environmental Quality, and the State Office of Administrative Hearings, and has experience in both state and federal court.
Andres previously served as a Law Clerk for Lloyd Gosselink following his first year of law school.
