We are pleased to announce that Kathryn Bibby, Danielle Lam, Lauren Thomson, and Roslyn Warner have been elected Principals of the Firm, effective January 1, 2026.

Kathryn, Danielle, Lauren, and Roslyn have each made significant contributions to Lloyd Gosselink through their expertise and dedication to our clients:

  • Kathryn Bibby provides general counsel services to water districts, cities, and other utilities, advising clients on open government and regulatory compliance matters, and representing clients before state agencies and courts.
  • Danielle Lam counsels clients on water and sewer utility regulation, water supply, water quality, certificates of convenience and necessity, and local government compliance matters.
  • Lauren Thomson advises clients on matters pertaining to water quality, water resources development, regulatory compliance, enforcement, and litigation, and represents clients before state agencies and state and federal courts.

  • Roslyn Warner focuses on administrative law and public utility regulation, representing municipalities and utilities before state agencies and the Texas Legislature.

We congratulate Kathryn, Danielle, Lauren, and Roslyn on this significant achievement and thank them for their commitment to our clients and Lloyd Gosselink. We look forward to their continued leadership and success.


Newly Elected Principals


Kathryn Bibby

As a member of the Water and Districts Practice Groups, Kathryn provides general counsel services and assists in the governance, organization, and operation of a variety of local government entities, including water districts, municipalities, and other utilities. She also advises clients on regulatory compliance and open government matters, as well as on water rights, water supply, ratemaking, and administrative appeals. Kathryn represents clients before the Public Utility Commission of Texas, the Texas Commission on Environmental Quality, and the State Office of Administrative Hearings. Kathryn received her B.A. in English and History from The University of Texas at Austin. After working as a legislative research associate for a political nonprofit, she obtained her J.D. from George Mason University Law School in Arlington, Virginia.


Danielle Lam

Danielle represents municipalities, water districts, water supply corporations, utilities, and landowners in matters relating to certificates of convenience and necessity (CCNs), water supply, water quality, and water rights. She also assists these entities with impact fees, wholesale and retail utility rates, and regulatory enforcement matters before the Public Utility Commission of Texas and Texas Commission on Environmental Quality. Danielle also provides general counsel services to water districts and water supply corporations, such as advising on elections, open government matters, and procurement laws; negotiating and preparing contracts; and assisting with real estate transactions and eminent domain matters.

Danielle is an active member of the Board of Directors of the Austin Bar Association’s Administrative Law Section. She received her J.D. from the University of Houston Law Center and clerked at the Electric Reliability Council of Texas, the Texas Commission on Environmental Quality, and the U.S. District Court for the Southern District of Texas during law school.


Lauren Thomson

Lauren practices environmental law at the federal, state, and local levels. As a member of the Lloyd Gosselink’s Water Practice Group, she assists clients with issues pertaining to water quality, water resources development, regulatory compliance, enforcement, permitting, and litigation. She represents clients before the Texas Commission on Environmental Quality, the Texas State Office of Administrative Hearings, the Texas Public Utility Commission, and state and federal district and appellate courts.

Lauren has a B.S. in Environmental Studies from Texas A&M University and a J.D. from Texas A&M University School of Law.


Roslyn Warner

Roslyn’s practice focuses on administrative law in the area of electric, gas, and water utility regulation. Roslyn represents municipalities and utilities before the Public Utility Commission of Texas, the State Office of Administrative Hearings, and the Railroad Commission of Texas. Roslyn advises clients on issues related to ratemaking, franchise and right-of-way agreements, electric transmission line certification, and administrative appeals. Roslyn additionally advocates for municipalities on electric and gas issues before the Texas Legislature. Roslyn is a graduate of SMU Dedman School of Law. Prior to joining the Firm, Roslyn was an Enforcement attorney in the Litigation Division at the Texas Commission on Environmental Quality.
