Markel Perkins practices administrative and environmental law at the state and local levels. He is a member of Lloyd Gosselink’s Water and Energy & Utility Practice Groups, where he advises municipalities, utilities, and other local governmental entities on water, wastewater, and electricity utility regulation. His work includes permitting, compliance, enforcement, and policy matters before the Texas Commission on Environmental Quality and the Public Utility Commission of Texas.

Before joining the firm, Markel served as an Attorney in the Legal Division of the Public Utility Commission of Texas, where he analyzed and drafted recommendations on contested cases and policy matters regarding telecommunications, electric, water and sewer utilities. In that role, he represented the Commission in proceedings before the State Office of Administrative Hearings. His background also includes serving as a Law Clerk for the 16th Judicial District Court in Louisiana, as well as legal internships with the Harris County and Orleans Parish District Attorney’s Offices.

  • Represents municipalities, utilities, and other local governmental entities in regulatory, permitting, and compliance matters before the Public Utility Commission of Texas and the Texas Commission on Environmental Quality.
  • Represented Commission Staff in contested case proceedings before the State Office of Administrative Hearings, including utility rate cases, transmission line projects, and filings related to electric grid resiliency and infrastructure improvements.
  • Assisted in developing proposed Commission orders, including findings of fact and conclusions of law, for consideration by the Public Utility Commission of Texas.
  • Served as a Law Clerk for the 16th Judicial District Court in Louisiana, conducting legal research and drafting judicial opinions.
