Stefanie Albright is a member of the Water and Districts Practice Groups. Her client work focuses primarily on general counsel services to water utilities, including the governance, organization and operation of regional utilities, water districts, and other local government entities. She also assists clients with various permitting, compliance, and enforcement issues related to water quality matters.

Originally from Lake Jackson, Texas, Stefanie received her undergraduate degree from Southwestern University and earned her doctor of jurisprudence from the University of Houston Law Center. Prior to joining the firm, Stefanie served as a lead staff member in the Texas House of Representatives.

  • Providing general counsel services to governmental entities such as water districts, municipalities, regional water authorities, water and wastewater utilities, and water supply corporations
  • Representing and consulting with governmental entities regarding Texas Open Meetings Act and Texas Public Information Act compliance, governmental immunity, ethics, conflicts of interest, statutory scopes of authority, and records retention
  • Negotiating and drafting contracts, including water and wastewater supply and service agreements, developer reimbursement agreements, and agreements relating to the purchase and sale of regional water and wastewater systems
  • Development of policies and regulations relating to operations, administration, governance, service rules, and other related rules relating to water utilities and other local government entities
  • Representing clients in preparing and prosecuting water quality applications (TPDES) at the TCEQ
  • Representing clients with MS4 permitting process and compliance
