Jason Hill is a member of the Firm's Water Practice Group. The primary focus of his practice involves counseling clients on water resources management, water rights, public water utilities and other water supply planning issues. He also devotes a substantial part of his practice to advocating for his clients before the Texas Commission on Environmental Quality, the Railroad Commission of Texas, the State Office of Administrative Hearings, and other agencies of the State of Texas. Jason is a frequent speaker, lecturer, and author on issues relating to Texas surface water and groundwater policy and regulation.

Before joining the Firm, Jason served as a policy advisor to Texas State Senator Robert L. Duncan on agricultural, water, natural resources and other environmental issues. Today, Jason represents a wide spectrum of client interests across and beyond Texas, including commercial and industrial interests, landowners, municipalities, public water utilities, groundwater conservation districts, and other State political subdivisions. Jason has been asked to provide testimony on numerous occasions before committees of the Texas Legislature on matters relating to water supply and water quality protection issues, and he has served as a guest lecturer to law students on Texas water law and policy.

Jason received a B.A. in 1997 from Texas Tech University and a J.D. in 2004 from the Baylor University School of Law. He has been selected for inclusion in Texas Super Lawyers - Rising Star® Edition for 2010 and 2011. Jason is a co-chair of the Membership and Services Committee of the Texas Water Conservation Association. He also serves as the Baylor University School of Law liaison to the Law School Committee of the State Bar of Texas Environmental and Natural Resources Law Section.

Areas of Practice

Representative Experience

  • Practice focus in administrative law and civil litigation, with particular emphases on water, natural resource, and other environmental issues
  • Representing clients in contested case hearings before the State Office of Administrative Hearings, the Railroad Commission of Texas, and other political subdivisions
  • Providing counsel and representation to clients on matters involving surface water rights permitting, groundwater production permitting, underground injection control permitting, water rights and water permitting issues raised in real property transactions, water and wastewater utility service area boundaries and Certificates of Convenience and Necessity, water supply planning and management, environmental regulatory compliance, and Texas Commission on Environmental Quality rulemaking initiatives
  • Assisting groundwater conservation districts with the development and implementation of district rules and permitting programs, comprehensive management plans, desired future conditions of regulated aquifers, and with district enabling legislation and Chapter 36, Water Code compliance
