Co-founder and Chair of the Air and Waste Practice Group, Paul focuses on municipal industrial and hazardous waste permitting compliance and remediation, air permitting and energy issues including geothermal, biomass and oil and gas, and enforcement matters before state and federal agencies and state and federal courts.

Paul frequently speaks on solid waste issues, including permitting, regulatory changes in the air and waste industry, the interstate movement of solid waste, landfill gas and waste-to-energy and environmental permits for the oil and gas industry. He is the author of the Solid Waste Chapter in the Environmental Law textbook of the Texas Practice Series. He is on the Panel of Arbitrators and Mediators of the American Arbitration Association.

Paul served as Assistant Attorney General for the State of Texas (1975-78).

    • Assisting private manufacturing and industrial entities in securing VCP and IOP certificates
    • Assisting cities and industries in defense of TCEQ air and waste enforcement actions
    • Assisting developers and financial institutions in evaluating contamination risks and adequacy of remediation proposals as part of due diligence investigations
    • Common Counsel in Superfund Sites on behalf of groups of PRPs
    • Representing insurance companies as environmental counsel in complex toxic tort case
    • Representing galvanizing company defendant in separate air and soil contamination claims brought by neighborhood groups and in superfund defense
    • Securing TCEQ and EPA air permits for greenfield power plant
    • Negotiating Title V air permit terms with both EPA and TCEQ for power plant
    • Negotiating appropriate remediation for lead contamination on behalf of lead smelter and various cities
    • Negotiating remediation on behalf of industrial clients and cities with regard to PCB contamination
    • Representing City in asbestos remediation and negotiations with Texas Department of Health and associated litigation with developer
    • Representing cities with respect to contract negotiation for sale of greenhouse gas emissions and energy from landfill gas to energy projects

    Paul enjoys playing golf, softball, and water skiing. He and his wife, Twinkle, spend free time at Inks Lake. Paul loves to travel and has a real love affair with Africa. His sights are set on Argentina and hiking Tierra del Fuego – which means working on his Spanish.
