A principal in the Firm and Chair of the Energy and Utility Practice Group, Geoffrey Gay represents cities and coalitions of local governments on utility, energy and franchise matters. He serves as General Counsel to several political subdivision corporations that secure electric energy in the retail market for over 150 political subdivisions.
Geoffrey was born in Houston, Texas. He received a B.A. with honors in 1974 from Emory University, a M.A. in legal and constitutional history in 1977 from Rice University, and J.D. from the University of Houston in 1977.

Representative Experience
- Litigated the last rate cases for AT&T and Southwestern Bell prior to telephone deregulation.
- Litigated construction and decisional prudence cases for three different nuclear plants.
- Involved in most of the significant gas and electric ratemaking proceedings over the last three decades.
- Client base includes more than 300 cities.
- Former Director of the Office of Public Utility Counsel, a state agency charged with representing residential utility consumers.
