Eileen McPhee is a member of the Firm’s Utility Practice Group. Eileen's practice focuses on public utility regulation and administrative litigation. She has experience advocating on behalf of cities and local governments in proceedings before the State Office of Administrative Hearings, the Public Utility Commission and the Railroad Commission of Texas. Her practice focuses on advocating for city coalitions in electric and gas utility rate proceedings. She also has experience participating in administrative rule projects and appealing agency decisions. She also represents individual landowners in Competitive Renewable Energy Zone (CREZ) transmission line project proceedings.
Prior to joining the firm, Eileen worked for a small firm where she specialized in municipal law, with experience in the areas of Open Meetings Act and Public Information Act compliance, ordinance drafting, and compliance with civil service and environmental regulations.
