Experience
Our attorneys have extensive experience in representing clients before state and federal agencies, in both state and federal courts, and before municipal governments.
Prior to joining Lloyd Gosselink, members of our Firm were employed in staff and management positions with the Natural Resources Division (formerly, the Environmental Protection Division) of the Texas State Attorney General’s Office, the Texas Commission on Environmental Quality (TCEQ) and several of its predecessor agencies, the Railroad Commission of Texas (RCT), the Public Utility Commission of Texas (PUC), the Office of Public Utility Counsel, the State Office of Administrative Hearings, municipal governments, and the Texas Legislature.
Our attorneys interact daily with agency legal and technical staffs, as well as with clients and their technical consultants. In addition, our attorneys actively participate on behalf of our clients in the legislative and agency rule-making process to ensure that their interests are represented.

Regulatory Practice
With the enactment of changes to major environmental and utility statutes, new regulations and administrative changes occur at regulatory agencies with increasing frequency. Across all practice groups, our attorneys:
- Routinely receive notice and review copies of draft regulations and statutes and advise clients of changes that could affect them
- Maintain files of recent agency enforcement orders
- Assist clients in drafting model rules for adoption by state agencies
- Review the regulatory status of entities prior to sale or purchase and in connection with environmental audits, and provide advice on potential liability and permitting issues.
Further, our attorneys keep abreast of regulatory activities by attending and speaking at professional seminars and conferences and contributing to legal and technical journals in the Firm's practice areas.

Municipal Law
Across all practice areas, our attorneys have broad experience in representing municipalities. This includes a working knowledge of the state and federal statutes that affect the daily affairs of municipalities and their various departments. In addition to the work of each practice area, our attorneys are skilled in drafting ordinances, drafting and negotiating contracts, and providing general procedural and legal advice to city councils, planning and zoning commissions, municipal courts, and code enforcement departments.

History
The Firm was founded in 1984 by Robin Lloyd and Paul Gosselink to focus on the emerging area of environmental law. Over time, the Firm expanded its environmental practice into utility, municipal, litigation and commercial transaction. The growing practice attracted attorneys with experience working for state regulatory agencies, legislative committees, and municipal governments. Today, with nearly 30 attorneys and as many legal, technical and administrative staff, the Firm maintains its founding focus on providing value to clients through cost-effective representation in regulatory, court and legislative processes.
