Thomas primarily represents municipalities before regulatory agencies in proceedings involving electric power and natural gas utilities. During his legal career, Thomas has focused his efforts on administrative law in the area of utility regulation, but he also has experience in electric aggregation development and appellate litigation. Cumulatively, Thomas has spent over 15 years participating in nearly 350 regulatory proceedings. He became an associate with the Firm’s Utility Practice Group in 2004. Prior to joining the Firm, Thomas worked as an Assistant Public Counsel for the Texas Office of Public Utility Counsel representing residential and small commercial consumers on electric utility matters. Additionally, he previously served as an Assistant General Counsel for the Public Utility Commission of Texas where he represented the public interest in regulatory matters. While at the Office of Public Utility Counsel, Thomas served on the electric committee of the National Association of State Utility Consumer Advocates and the Wholesale Market Subcommittee of the Electric Reliability Council of Texas (ERCOT). He is licensed to practice before the United States Supreme Court. Thomas received his undergraduate degree in Government from the University of Texas at Austin, and he earned his Doctor of Jurisprudence from Texas Tech University Law School. Originally from Beaumont, Texas, Thomas resides in Austin with his wife, Michele, and their three children, Thomas, Jr., Nicholas and Lucy.
