A member of the Water Practice Group, Mike's practice area includes water, environmental, and administrative law, as well as litigation in state and federal court and at the State Office of Administrative Hearings. Mike represents water utilities, districts, municipalities, landowners, and various other interests on matters involving water resource management, water rights, water quality, contract negotiation and drafting, service area, rates, and board governance. Mike is Treasurer of the State Bar of Texas Environmental and Natural Resources Law Section, and has served on the Board of Directors and as Chairman of the Environmental Law Section of the San Antonio Bar Association. He is a Fellow to the Texas Bar Foundation and San Antonio Bar Foundation and is currently a member of the American Bar Association, State Bar of Texas Litigation Section, and the American Waterworks Association. He has lectured and authored several articles on groundwater and surface water regulation, Edwards Aquifer Authority issues, and water reuse. Mike studied within the honors accounting programs of the University of Oklahoma, where he was selected to the Scholars Program, President's Leadership Class, and Tassels, and The University of Texas at Austin, where he studied within the Professional Program in Accounting and received his bachelor's degree. He received his doctorate of jurisprudence from St. Mary’s University School of Law, where he attended on a Dean’s Scholarship.
