A member of the Utility Practice Group, Geoffrey Gay represents groups
of municipal and local governments on utility cases involving rates and services
and utility franchises. He serves as General Counsel to several political
subdivision corporations that secure electric energy in the retail market for
over 120 cities. He moved to Lloyd Gosselink in 2000 from his own firm after
serving in a succession of roles, beginning as consumer advocate and moving to
agency director: R.H. Smith Community Lawyer Fellow and Managing Attorney, West
Texas Legal Services (1978-1981); Assistant Consumer Advocate, West Virginia
Public Service Commission (1981-1983); Assistant Attorney General, Texas,
(1983-1984); Assistant Public Counsel, Texas, (1984-1986); and Public Utility
Counselor, Texas (1986-1988). He frequently speaks on electric, gas and
telecommunication regulatory and public policy issues including industry
restructuring and deregulation to groups including Texas Municipal League and
Texas Coalition of Cities For Utility Issues. He has been a speaker at State Bar
of Texas Advanced Administrative Law Conferences on cross-examination of expert
witnesses and professional ethics. Geoffrey has been listed among Best Lawyers
in America since 1993 and recognized by SuperLawyers.com as a top lawyer in the
State of Texas in public utility law. A native of Houston, he is a member of the
State Bar of Texas. He has been admitted to practice before the U.S. Supreme
Court (1991). Geoffrey received a B.A. with honors in 1974 from Emory
University, an M.A. in legal and constitutional history in 1977 from Rice
University, and a J.D. in 1977 from the University of Houston.
