Co-founding partner and head of the Firm's Air and Waste Practice Group, Paul Gosselink focuses on municipal solid waste permitting and compliance, but has extensive experience in industrial and hazardous waste permitting and remediation, as well as air permitting. He is on the Panel of Arbitrators and Mediators of the American Arbitration Association. He frequently speaks on solid waste issues, including permitting, the interstate movement of solid waste, and the regulation of landfill gas emissions. He is the author of the Solid Waste Chapter in the Environmental Law textbook of the Texas Practice Series.  He is a member of the American Bar Association and the State Bar of Texas (Sections on Environmental and Natural Resources Law, Administrative and Public Law, and Litigation) and a board member of the Texas Chapter of the Solid Waste Association of North America (TxSWANA). He served as Assistant Attorney General for the State of Texas (1975-78). Paul is admitted to practice before the U.S. Court of Appeals, Fifth Circuit and U.S. District Courts (Northern District of Texas, Southern District of Texas, and Western District of Texas).  He was born in Baldwin.  He received a B.A. in 1969 from Hobart College, an M.A. from Rutgers University in 1972, and a J.D. from Southern Methodist University in 1975.

Representative Experience

  • Secured more than twenty municipal solid waste landfill permits for various municipal and private clients.
  • Assisted major solid waste disposal company with various corrective action remediation projects involving groundwater and soil contamination..
  • Assisted various private manufacturing and industrial entities in securing VCP and IOP certificates.
  • Assisted various cities in defends of TCEQ air and waste enforcement actions.
  • Assisted various developers and financial institutions in evaluating contamination risks and adequacy of remediation proposals as part of due diligence investigation.
  • Common Counsel in the Hardage Superfund Site on behalf of 70+ PRPs; Common Counsel in Dal-Worth Superfund Site for groups of deminimis PRPs.
  • Environmental counsel representing insurance company in complex toxic tort litigation and galvanizing company defendant in separate air and soil contamination claims brought by neighborhood groups.
  • Negotiating appropriate remediation for lead contamination on behalf of lead smelter and various cities.
  • Negotiated remediation on behalf of various industrial clients and cities with regard to PCB contamination.
  • Represented City in asbestos remediation and negotiations with Texas Department of Health and associated litigation with developer.
  • Represented cities with respect to contract negotiation for sale of greenhouse gas emissions and energy from landfill gas to energy projects.
